The Top Distressed Philippine Banks as of March 31, 2014

Editor's Note: The Philippine Deposit Insurance Corporation (PDIC) advised consumers to wisely choose the banks where they will deposit their money. The trouble is, most depositors don't and can't read financial statements before they open a bank account. The regulators, whose job is to safeguard the public's money, have not done a good job recently.  In the past ten years, two commercial banks, twenty-one thrift banks, and a staggering 187 rural banks have collapsed, often quite suddenly and without warning:  Regulators do have a problem bank list that they do not divulge to the public, for fear of sparking another bank run. So who can the public turn to, to advise them where to put their money? No one, except the banks themselves who will always promote their self-interests. This analysis is an attempt to fill in that knowledge gap, by screening out the weaker banks that seem ready to implode at any given moment.

Editor's Note: The ratio of Distressed Assets to Total Capital Cushion is a variant of the famous Texas Ratio, which was widely used by US financial regulators to predict bank failure during the US Savings and Loan Crisis in the 1980s and early 1990s. Both BSP and PDIC have their own problem bank screening systems that are much more sophisticated in scope and design, given that they have more access to information over the banks they regulate.

Philippine Banks Improve in the 1st Qtr. of 2014

Based on the individual Published Statements of Condition for the Philippine Banking Industry (from www.bsp.gov.ph), Total Distressed Assets of Philippine Banks increased by Php 46.003 billion or 7.53% from December 31, 2013 to March 31, 2014.  This decrease was offset by a 11.22% increase in their Total Capital Cushion during the same period.  As a result, the Ratio of Total Distressed Assets to Total Capital Cushion of Philippine Commercial Banks decreased by 3.08%, from 59.49% as of December 31, 2013 to 57.65% as of March 31, 2014. (Distressed banks are highlighted in yellow).

Those banks that posted significant improvements (25% or more) in this ratio include:

  1. Citibank Savings Bank Inc (91.18% decrease)
  2. Internationale Nederlanden Groep Bank (73.95% decrease)
  3. University Savings Bank (56.05% decrease)
  4. Mega International Commercial Bank Co Ltd (52.20% decrease)
  5. Opportunity Kauswagan Bank Inc. (49.73% decrease)
  6. First Consolidated Bank Inc (39.54% decrease)
  7. Enterprise Bank (33.83% decrease)
  8. Equicom Savings Bank (33.03% decrease)
  9. Bank of the Philippine Islands (32.51% decrease)
  10. ANZ Banking Group Ltd (29.53% decrease)
  11. United Overseas Bank Philippines (26.52% decrease)
  12. BPI Direct Savings Bank (26.16% decrease)
  13. Dungganon Bank (25.12% decrease)

The banks that exhibited significant deterioration (25% or more) in this ratio include:
  1. JP Morgan Chase Bank National Association (879.19% increase)
  2. The Real Bank (207.94% increase)
  3. BDO Elite Savings Bank Inc. (125.06% increase)
  4. Pacific Ace Savings Bank Inc. (122.05% increase)
  5. Business and Consumers Bank (83.92% increase)
  6. BDO Private Bank, Inc. (51.97% increase)
  7. BPI Globe Banko Inc. (47.32% increase)
  8. Malasiqui Progressive SLB, Inc. (46.77% increase)
  9. Philippine Trust Company (40.93% increase)
  10. UCPB Savings Bank (37.37% increase)
  11. Land Bank of the Philippines (37.32% increase)
  12. Citystate Savings Bank (28.06% increase)
  13. Allied Savings Bank (27.78% increase)
  14. CTBC Bank (27.07% increase)

Distressed Banks


Three of the banks with significant increases have been classified as distressed based on their ratio of Total Distressed Assets to Total Capital Cushion as of the 1st Qtr. of 2014.  These three banks ranked as distressed showed significant deterioration in their distressed ratios as of March 31, 2014.  These banks are:


  1. The Real Bank (207.94% increase)
  2. Business and Consumers Bank (83.92% increase)
  3. BPI Globe Banko Inc. (47.32% increase)
The Real Bank still ranks as the most distressed Philippine Bank.  With a Distressed Asset Ratio of 3818.71%, its Total Distressed Assets are more than thirty-eight times its Total Capital Cushion.  The second most distressed Philippine Bank is Legazpi Savings Bank.  Its Total Distressed Assets are over nineteen times its Total Capital Cushion.

The list of Philippine Banks classified as distressed as of March 31, 2014 are as follows:

A
s a group the distressed banks showed some improvement in their Total Distressed Assets/Total Capital Cushion Ratios.  This ratio now stands at 220.14% as of March 31, 2014, down from 228.24% as of December 31, 2013.  

Departures

University Savings Bank, which had a Distressed Ratio of 176.94% as of December 31, 2013, dropped out of the list of Distressed Banks with a Distressed Ratio of 77.76% as of March 31, 2014.  Similarly, Opportunity Kauswagan Bank Inc., which had a Distressed Ratio of 157.17% as of December 31, 2013, dropped out of the list of Distressed Banks with a Distressed Ratio of 79.01% as of March 31, 2014.   Equicom Savings Bank, which had a Distressed Ratio of 131.03% as of December 31, 2013, dropped out of the list of Distressed Banks with a Distressed Ratio of 87.75% as of March 31, 2014. 

Arrivals

Three banks entered the Distressed Banks List: BPI Globe Banko Inc., Philippine Veterans Bank, and Korea Exchange Bank.    BPI Globe Banko Inc., which had a Distressed Ratio of 75.10% as of December 31, 2013, entered the list of Distressed Banks with a Distressed Ratio of 110.63% as of March 31, 2014.  Similarly, Philippine Veterans Bank, which had a Distressed Ratio of 96.72% as of December 31, 2013, entered the list of Distressed Banks with a Distressed Ratio of 106.41% as of March 31, 2014.   Korea Exchange Bank, which had a Distressed Ratio of 82.72% as of December 31, 2013, entered the list of Distressed Banks with a Distressed Ratio of 102.53% as of March 31, 2014.
